The differnce between stickys and announcements:

The announcements are more important and so stay up the top of the list ON EVERY PAGE

The stickys are more than likely informative and shouldn't get buried down the list so are only on the first page

I think it would be better to use PHP/MySQl, more people have these servers because they are cheaper than a ASP server.
