Apply tax after certain amount

Is it possible to configure a tax to apply to a sale after a certain dollar value has been reached? The provincial tax in Ontario applies to sales of any amount in most cases, but in a particular case (prepared food & drinks) it only applies to sales over four dollars.

Another example that the folks that write the taxes are nuts.

I really do not see this happening.
