Gift Card Did Not Activate

I did a sale to try and activate a Gift Card.
I scanned the card, and then completed the sale, but then the receipt didn't contain the Card #.
I checked the Card balance, and it was 0.
Here is the receipt.
There was also a random number that showed up in the tax field.
