Re: PHP, your webhost (or you if hosting the site yourself) will need to support PHP or have it installed, it is freely available from http://www.php.net and you simply configure your webserver to use the PHP interpreter.
That is of course if you are hosting yourself - otherwise ask your webhost, I have not come across a webhost which doesn't support PHP but I am sure they are our there, some may limit certain abilities which may be used to exploit their systems.
