I cannot replicate this problem on either of my WinXP Pro boxes running Warcraft 3, DHPOS, etc.... sounds like you have something set somewhere that doesn't allow the F1 key to be used.

PIF files are used by Windows to specify options used when starting programs. Yes, it is a shortcut to that program; but the shortcut is accessed every time you start that program while Windows is running.
